The song is inspired by the Bill Hicks album - Arizona Bay - all based around the idea and hope that Los Angeles will someday fall into the ocean due to a large earthquake. He says "learn to swim" referring to the fact that LA will soon be fully immersed in the ocean. Maynard just happens to have the same wish as the late Bill Hicks and decided to write a song about it.
