He is insulting everyone's intelligence by asserting he has no idea what the word means! Give me a break. Here's an easy definition of implement: to put into action, or to carry out. How hard is that?

Oct 27, 2008 - I CAN understand, the Senate was attempting to trap him. If he agrees to the word "implement" then they are, in essence, agreeing that every THING in the memo was implemented. Thats a distinction the "gotcha" crowd doesn't ever attempt to make and when Yoo went to get clarification on what the SEN meant by the term, and went to explain that a followed or implemented memo doesnt equate to everything in it being implemented, he was repeatedly interrupted and the only way out was to cite privilege.

Oct 27, 2008 - I think that it would have been proper for Yoo to at least recognize a common understanding of the word implement used in the discussion. If Yoo cannot agree with the meaning how can the discussion resume? Ellison, the questioner, gave several definitions of 'implement' yet Yoo refuses to come to some common ground. In fact Yoo refuses to provide his understanding of the word. Anyways, it shouldn't get bogged down by semantics, and Yoo clearly wanted to create confusion and be evasive.

Oct 27, 2008 - Yoo did get clarification on the term. There was no 'gotcha' involved. Agreeing to the word implement doesn't equate to a gotcha. There are many words in the English language that has different interpretations... e.g. bad, try, practice, exercise, etc. However, implement is pretty straight forward. Agreeing to the word implement doesn't mean that everything in the memo was followed through. It basically means that one or many things in the memo was put into effect.
